Mining activities in Goa began during the last decade of Portuguese rule in the state. The rest of India had gained Independence from Britain and the Portuguese were concerned that Goa would follow suit. Despite the presence of iron ore deposits in Goa being known of for years, they had not been exploited. The Portuguese government decided to permit the excavation and trade of iron ore in order to keep the populace happy by bringing economic prosperity to the state. 

With the global climate ripe for such a venture the timing couldn’t have been more providential. Following World War II, newer markets like Japan, Germany, Italy and Holland required large quantities of iron ore and manganese ore. Many Goan entrepreneurs decided to explore the opportunity. During the "staking rush" that ensued, the Portuguese government granted 893 mining concessions. 

The ore industry in Goa was largely export-oriented and there were no foreign currency restrictions under the Portuguese. Mining soon became the mainstay of the Goan economy. At the time, the industry was largely disorganised with little documented evidence of the exact location of iron ore lodes. Apart from that, entrepreneurs operated in silo and negotiated individual contracts with international clients. 

The industry underwent a sea change when Goa was integrated into India in 1961. The first authentic geological map of this territory, the result of an assessment of mineral deposits by the Geological Survey of India, came out during this period. At the same time, the Government of India also standardised the iron ore export policy. 

In order to ensure that mining businesses would be able to adhere to the amended rules, the industry was forced to go through a phase of consolidation and reorganisation. Organisations like GMOEA and GMA were established to steer mine owners through this challenging period. With their help, companies were able to rise to the occasion and mining continues to remain Goa’s principal economic activity. 

Goa is one of the pioneers of the trade of low-grade iron ore in India. Being essentially manually-operated, mining in the early stages was primitive. There was a lack of equipment and transport facilities. Today the majority of mining operations are mechanised and the industry has invested heavily in infrastructure. The Goan mining industry today is organised and technologically sophisticated through the efforts of a handful of entrepreneurs, many of whom started functioning during the Portuguese era. 

The industry is also doing its best to ensure the sustainability of its operations. An initial lack of awareness about the environmental fallout of mining activities has been replaced with focused efforts on the part of miners to mitigate environmental damage. Mining companies have also been trying to pass economic benefits on to surrounding communities through direct employment, CSR activities and other schemes. 

As an internationally traded commodity, iron ore has been through numerous trying cycles. At present the industry is undergoing a difficult phase. The onus of proving that iron ore can be sustainably mined is solely on the entrepreneur. The mining fraternity, however, is showing its willingness to evolve to retain its place in the state’s economy.
