Goa Mineral Ore Exporters’ Association

Goa Mineral Ore Eporters Association (GMOEA) is a trade Association, which has over 60 years, represented the interest of the Mineral Resources Industry of Goa, comprising Mineral Concessionaires / Leaseholders and Exporters.

The territory of Goa had been occupied by the Portuguese Rule for over 450 years. Goa was liberated in December 1961 and became a Union Territory and later attained Statehood in 1987. Mining Concessions were granted under the Portuguese Colonial Laws during the erstwhile Portuguese Rule. These were later to be abolished and converted into Mining Leases in May 1987. The matter being challenged by the concessionaires in the apex court

Since inception of Mining operations, the Industry grew from manual, when mining commenced to mechanised in the years to follows, thus boosting the economy of the state. Value additions in terms of beneficiation, transhipment operations, riverine mode of transport were key to its success. Due to Goa’s historical past and its collaborative patters, Mining companies were able to establish early markets and sustain them by sheer hard work by the visionaries of the Industry

The GMOEA as a voluntary effort also collates Export information of Mineral ores enabling the generation of statistical information in exports. These statistical publication forms a basis of information for Governmental and non Governmental Agencies.

GMOEA was also recognized by the Ministry of Commerce ‘EXIM Policy’ to register ores from Goa from 1989 to 1996, post which EXIM policy was liberalized. However, members of the GMOEA and others till date maintain this voluntary practice in the larger interest.

The Association has always been in the forefront for addressing issues concerning members with an aim to ensure driving the needs for cohesive needs to address issues of concerns, including self regulation.

The Association operates through three principal wings.

1) The Managing Committee: Elected for a 2 year term.
2) The Permanent Secretariat: Implements decisions and policies to achieve the Association’s objectives.
3) Smaller core group/ committees ( from member companies ) to discuss /share issues on i.e Mining, Shipping, Transports, Environment, Human Resources etc. Thereby assisting the Managing Committee in making policy decisions.

Presently, GMOEA has a membership strength of 15 members, amongst them the majority and largest of Goa’s mineral ore exporters.

It works closely with the Goa Mining Association (GMA), Goa Infrastructural Development Co and the Mineral Foundation of Goa (MFG).

The Constitution of the GMOEA was notified in the Official gazette of Government of Goa, Daman and Diu by Order of the Lt. Governor dated 12/6/1963. It is also registered under the Societies Registration Act, 1860 vide Registered No. 445/Goa/2013 on 12th June 2013 and has its registered office in Panaji, Goa
